What is the New Hampshire Granite Advantage Health Care Program? A Detailed Overview

The New Hampshire Granite Advantage Health Care Program is a significant initiative established to broaden healthcare access within the state. Originating from amendments in the 2018 legislative session, this program, underpinned by RSA 404-G and RSA 126-AA, represents New Hampshire’s commitment to supporting its newly eligible Medicaid population. It effectively replaced the earlier Marketplace Premium Assistance Program, marking an evolution in the state’s healthcare strategy.

At its core, the Granite Advantage Program is funded through assessments collected by the Association, as mandated by the 2018 Statutory Amendments. These amendments require the Association to gather funds from its members and deposit them into the Granite Advantage Health Care Trust Fund. This financial mechanism is crucial for the program’s operation, ensuring that resources are available to support healthcare services for the intended beneficiaries. The collected amount is capped, not exceeding either the “remainder amount” as defined in New Hampshire RSA 126-AA:1(V) or the revenue derived from the alcohol abuse prevention and treatment fund and taxes related to premiums and medical services for the newly eligible Medicaid individuals.

To align with these legislative changes, the Association adopted a First Amendment to its Restated Plan. This amendment, approved by both the Commissioner of the New Hampshire Department of Health and Human Services and the Insurance Commissioner, allows for the flexible use of funds. It permits the Association to redirect any surplus funds, initially intended for the Marketplace Premium Assistance program, into a reserve fund. This reserve is specifically for managing potential contingencies related to the Granite Advantage Program, ensuring financial stability and preparedness for unforeseen challenges.

It is important to note that the Granite Advantage Program, as outlined in the 2018 Statutory Amendments, has a defined term. Unless future legislation extends its lifespan, the program is scheduled to terminate on December 31, 2023. Following this, the Association is tasked with making its final distribution of assessment proceeds to the Granite Advantage Health Care Trust Fund by February 15, 2024. A subsequent financial reconciliation will occur, with the Commissioner of the Department of Health and Human Services determining the final remainder amount by February 15, 2025. This true-up process will address any discrepancies between the assessed amounts and the actual financial needs of the program. In cases of underpayment, the Association will cover the deficit from its reserves or through a special assessment on its members. Conversely, any overpayment will be returned to the Association within 45 days of the Commissioner’s report, ensuring financial accountability and accuracy in the program’s final stages.
