Application Review and Processing FAQs for Car Retirement

What is the most frequent reason for a car retirement application to be deemed incomplete or deficient?

The most common reason applications are incomplete is the absence of documentation to verify your household income. Income verification is a mandatory step to determine your eligibility for the car retirement program.

How will I be informed if my car retirement application requires additional information or documentation?

If we need more information or documentation to complete your application, we will send you a notice of deficiency. This notice will clearly specify the required information and/or documents you need to submit before your application can be fully processed and considered complete for the car retirement program.

What are the typical reasons for denial of a car retirement program application?

Several factors can lead to the denial of your application. Common reasons include:

  • Vehicle Smog Check Requirement: Your vehicle must have a compliant Smog Check inspection history. We review these records to confirm compliance.
  • Continuous California Registration: Your vehicle must be continuously registered in California as an operable vehicle for at least two years immediately before you apply for the car retirement program. We verify vehicle registration history through DMV records.
  • Past Due Registration Fees: Your vehicle’s registration fees must be current. We check DMV records to confirm the current registration status. If your registration sticker expired before applying, contact the DMV for registration renewal options.
  • Vehicle Title Lienholder: If your vehicle title lists a lienholder, it must be removed. We review DMV records to confirm you are the sole legal owner. Contact the DMV for guidance on removing a lienholder from your vehicle title.
  • Change of Vehicle Ownership: If your vehicle is undergoing an ownership change, it may affect eligibility. We verify through DMV records that the vehicle is not in the process of ownership transfer.
  • Registered Vehicle Owner Mismatch: The name on the application must precisely match the registered owner’s name on the vehicle title (pink slip) as per DMV records.
  • Recent Vehicle Retirement Program Participation: You are limited in the number of vehicles you can retire through the program within a specific timeframe. We check records to ensure you haven’t retired a vehicle as a sole owner, or two vehicles as a co-owner, within the 12 months prior to your current application.

If my car retirement application is denied, and I fix the issue, do I need to re-apply?

No, you do not need to re-apply. Once you have resolved the reason(s) for denial, you can upload the necessary documentation, or mail it to BAR, Attention: CAP, 10949 N. Mather Blvd, Rancho Cordova, CA 95670, as proof that the issue is resolved.

After uploading documents, how long does it take for BAR to review and reassess my eligibility for the car retirement program?

We typically review uploaded documentation within four weeks of receipt. Once the review is complete, we will send you an updated determination notice regarding your eligibility for the vehicle retirement program.

I applied for the $2,000 incentive, but my approval letter states $1,500. Why the difference in the car retirement incentive amount?

Our program offers two different vehicle retirement incentive amounts based on specific eligibility criteria and current regulations. Based on the review of your application, it was determined that you qualify for the $1,500 incentive, not the higher amount.

When will I receive the incentive payment for retiring my vehicle through the program?

The dismantler will issue a check to you after they have verified your identification and confirmed that your vehicle has passed both the equipment and operational inspections. The check will be made payable to the registered owner(s) as listed on your official letter of eligibility.
